No the avatar before aang was avatar roku a fire bender. You are thinking of avatar kyoshi the avatar before roku. She was an earth bender and founded the kyoshi warriors.

Suki was the leader of the kyoshi warriors in aangs time. the make up was inspired by avatar kyoshi. I based the look I made off of the kyoshi warrior uniforms. would have included fans but there arent any here
